Why do residue limits differ by country?
Residue limits differ by country because a maximum residue limit is a legal threshold set by each jurisdiction, not a scientific constant. The EU, Morocco, Japan, the United States and China each publish their own limits, and they diverge by substance and by level. The same lot of tea can be legal in one destination and refused in another with no change to the tea itself.
Tea is dried and brewed rather than washed and eaten, which is why residue is treated more strictly for tea than for many other plant products: the limit is set on the dry leaf.
Because of recurring residue findings, tea from China is subject to an increased level of official controls on entry into the European Union.
What does that mean for a purchase contract?
The contract has to name the destination standard, not the origin standard. A clause reading tested to Chinese national standard tells a buyer in Casablanca or Rotterdam nothing about whether the lot will clear. Name the jurisdiction, the substance list and the accredited laboratory, and require the report before shipment rather than with the documents.

Where does organic fit?
An organic claim is supported by certified operators and traceable handling across the relevant supply chain, not by a residue result alone. The import document differs by destination: EU organic imports use an electronic certificate of inspection in TRACES; U.S. organic imports require a per-shipment electronic NOP Import Certificate. Confirm the operator and product scope before promising an organic lot. Certification and residue testing answer different questions.
This is also why organic has to be scheduled on named plots ahead of the flush rather than sourced on demand. A supplier who can offer organic at any volume on any lead time is describing a paper trail, not a programme.
